Central authorities officers introduced a memorandum to the Cupboard Secretary on Thursday (July 24, 2025) to flag profession stagnation and demanded time-bound promotions.
The Central Secretariat Service Discussion board, a physique of Central authorities officers, on Thursday appealed to the Prime Minister’s Workplace, urging expeditious motion on long-pending cadre restructuring, delayed promotions, and the denial of advantages of Organised Group A Providers (OGAS).
In its enchantment, the discussion board urged the Prime Minister to direct the Division of Personnel and Coaching (DoPT) to finalise the fourth cadre assessment, provoke time-bound promotions, and restore service parity with different Central Civil Providers.
The CSS, which offers the executive core to almost all Ministries and Departments, has not seen a cadre assessment for not less than seven years. The final cadre assessment was applied in 2018 with a five-year delay. The fourth cadre assessment, due in 2018 has not but been applied with a delay of seven years and counting, stated the discussion board letter to Cupboard Secretary T.V Somanathan.
The letter stated that post-2014, there was inordinate delay in finalisation of report, not to mention implementation including that there are almost 2,500 vacancies within the CSS.
The discussion board highlighted that Below Secretaries who’re eligible for promotion are dealing with acute stagnation as they’re ready for promotion even after finishing 12 years of service within the grade in opposition to the prescribed residency of 5 years.
Equally, officers of the 2014 batch of Assistant Part officer Grade in CSS are awaiting for his or her first promotion even after completion of 10 years of service.
